In Utah, the Mental Health Block Grant (MHBG) state planning council is the Utah Behavioral Health Planning Council (UBHPAC). UBHPAC is made up of individuals who live and work in Utah and are committed to improving the state's community mental health and substance use and prevention systems. UBHPAC serves as a block grant advisory council for the Office of Substance Use and Mental Health and operates as a subcommittee of the Utah Behavioral Health Commission
UBHPAC meetings are open to the public. Individuals interested in joining UBHPAC may submit an application.
Block grant overview
The Community Mental Health Services Block Grant (MHBG) is a federal grant awarded to the Utah Department of Health and Human Services – Office of Substance Use and Mental Health. It supports the implementation of comprehensive community mental health services as outlined in the approved MHBG application.
The MHBG focuses on ensuring comprehensive community mental health services for the following populations.
- Adults with serious mental illness (SMI)
- Children with serious emotional disturbance (SED)
With the integration of substance use and mental health, many state mental health authorities are transitioning from mental health planning councils to behavioral health planning councils. UBHPAC also provides recommendations and feedback for the Substance Use, Prevention, Treatment and Recovery Support Block Grant (SUPTRS) as the state continues to work toward a more integrated and seamless behavioral health system.
The SUPTRS supports comprehensive community substance use disorder treatment and prevention services for adults and youth as outlined in the approved SUPTRS application.
UBHPAC role
UBHPAC is responsible for reviewing, monitoring, and evaluating the adequacy of behavioral health services for its state. It reviews the proposed block grant applications, to assess how community needs and services for persons with mental disorders and/or substance substance use disorders will be funded with block grant funds.
UBHPAC completes duties as specified in the MHBG statute, as well as advises, consults with, and makes recommendations to SUMH (the state mental health authority and single state authority) regarding block grant activities.
